Termination of Campus of Care Project

Staff Report FAF.24.144 was presented to Council on Monday, November 25. The report was brought forward to formally notify the community that no further advancement on the 125 Peel Street Campus of Care project will be considered, and provided background on how the Town arrived at this point.

Plans for the full servicing of the 125 Peel Street property and the reconstruction of Peel Street South will also be cancelled, however the Town plans to continue with Phase 3 of the Substandard Watermain Replacement program including portions of Peel Street, Baring Street and Alice Street. Any further consideration for the installation of municipal services to the 125 Peel Street property will be brought forward to Council in the future; however, no plans are in place at this time.

The Town of The Blue Mountains has initiated a project to provide servicing to the future Campus of Care development site located at 125 Peel Street South, and to replace deficient watermain on Peel Street South, Baring Street and Alice Street West. The project will also include consideration for:

Extension of wastewater servicing to existing residents
Road alignments and cross sections
Stormwater management
Active transportation
Third-party utilities including hydro, natural gas and communications

Why Now?
The Town needs to provide the required municipal services to support the future Community Campus of Care planned for 125 Peel Street South, while also replacing a number of watermain sections that have been classified as substandard and require upgrading.

A Staff Report is scheduled to be presented to Council on Monday, November 25. Staff Report CSOPS.24.018 was presented to Committee of the Whole on Tuesday, April 30, 2024. This report provided a summary of the comments and feedback that were received through the 125 Peel Street Servicing project Public Information Centre held on March 7, 2024, along with background and justification for the staff recommendations. It requested Council direction to proceed with the engineering design of Peel Street South, Baring Street and Alice Street. Committee voted to table the staff report. The Public Information Centre provided an opportunity for attendees to review the scope of work and provide feedback on the proposed cross sections and servicing options. The project team will be presenting a follow-up Staff Report regarding the meeting to Town Council in the future.
The Town has finalized the date for the first Public Information Centre (PIC) regarding the 125 Peel Street Servicing project. This PIC will be held virtually on Thursday, March 7, 2024 beginning at 5:00 p.m. to gather input from stakeholders and residents. The meeting will include a public comment and question period. All those interested in the project are invited to attend. Pre-registration is required.

Staff Reports & Council Decisions

Staff Report CSOPS.24.043 was presented to Committee of the Whole on Tuesday, June 11. This report was produced at Council's request to address the concerns and deputations that had been raised following the first Public Information Centre. Following the presentation of the report, Committee crafted a motion that:
- Directed staff to schedule a Public Meeting to receive comments on the Campus of Care Concept Plan Proposal, as required under the Planning Act
- Directed staff to prioritize engagement with MTO and Grey County to address the arising public safety concerns regarding the intersections of 10th Line and Peel Street North/South with Highway 26 as a result of the Campus of Care
- Directed staff to replace the deficient water main on Alice Street with restoration of disturbed areas to the existing rural cross section, including drainage improvements and intersection improvements at Alice Street and Lansdowne Street as outlined in CSOPS.24.018
- Directed staff to replace the deficient water main on Baring Street with restoration of disturbed areas to the existing rural cross section, including drainage improvements and intersection improvements Baring Street and Peel Street as outlined in CSOPS.24.018
- Approved an increase of $130,000 to the engineering contingency budget to allow for legal surveying, additional communications and other miscellaneous costs
- Directed staff to proceed with the design of Peel Street South as described in Servicing Alternative "A" in CSOPS.24.018, with design beyond 60% contingent on Council receipt of updated discussions with MTO having been completed and MTO has been satisfied
- Directed staff to proceed with a Peel Street South cross section within the 20 metre right of way with a mountable curb, with design beyond 60% contingent on Council receipt of updated discussions with MTO having been completed and MTO has been satisfied
- Directed staff to maximize neighbourhood environmental impact mitigation, which includes: tree assessment outcome, tree protection, flexible alignment sections, minimizing road cross-section for speed control, maintaining character of road by design as outlined in the Public Information Centre held on March 7, 2024.
Committee voted 7-0 in favour of this motion. Following the vote on the first motion, a secondary motion was moved that directed staff to provide a follow-up report outlining affordability guideline options that can be made available to residents on Peel Street South for connection of lateral lines, and to provide further definition of what constitutes a "collector" road and a "local" road. Committee voted 7-0 in favour of this motion as well. These decisions are scheduled to be considered by Council at their meeting on June 24, 2024.

Staff Report CSOPS.24.018 was presented to Committee of the Whole on Tuesday, April 30, 2024. This report provided a summary of the comments and feedback that were received through the Public Information Centre held on March 7, 2024, along with background and justification for the staff recommendations. It requested Council direction to proceed with design based on full servicing of Peel Street South with a full urban cross section including multi-use trail, and watermain replacement only on Baring Street and Alice Street with restoration of the existing rural cross section in those areas. Drainage and intersection improvements were also recommended at Alice Street and Lansdowne Street, and at Baring Street and Peel Street South. The Committee voted 4-2 in favour of tabling the staff report.

This report was pulled for further discussion at the May 13, 2024 meeting of Council. Following a thorough discussion, Council voted 6-0 in favour of a motion that provided staff with conditional approval to proceed towards the 60% design of Peel Street South in order to fulfill the servicing condition of the Campus of Care project. Direction was also made to have Councillor June Porter, as the Chair of Operations, to work directly with staff, consultants and residents in order to prepare a staff report to be taken to the June 3 Council meeting which addresses the concerns arising from the Public Information Centre, relevant staff reports and subsequent deputations.

Staff Report CSOPS.23.038 was presented to Committee of the Whole on June 27, 2023. The report provided an update on the proposed servicing strategy for the 125 Peel Street property. Committee voted 7-0 to receive the report for information purposes. This motion was adopted by Council at their meeting on July 10.
