The Town has identified the area known as Price’s Development for wastewater servicing and drainage improvements. Price's Development generally includes Claire Glen, Patricia Drive and Martin Grove in the area of Grey County Road 19, Blue Mountain Road and Scenic Caves Road at the base of Blue Mountain Ski resort in the Town of The Blue Mountains.
Preliminary Engineering has been completed and the Town has awarded a tender for construction to North Rock Ltd. Construction is to begin in May of 2021 and to be completed by October 2021.
Why Now?
To address localized flooding caused by inadequate drainage, and to provide Municipal servicing to unserviced residential areas in line with the goals of the Town's Official Plan.
Project Updates
May 4, 2022
Property owners may now begin the process of connecting to the new sanitary sewer line servicing their property. Prior to making the connection, owners are required to obtain a Site Servicing Permit from the Town's Building Department. A letter will be mailed to all property owners with more information.
December 22, 2021
The contractor has completed primary construction, and will be addressing deficiencies over the coming weeks. This project is warrantied for a 12 month period following completion.
November 27, 2021
The eastbound lane of Grey Road 19 will be closed between Claire Glen and Martin Grove beginning Monday, November 29 for the installation of sanitary sewer. The lane is scheduled to reopen on Wednesday, December 8.
November 17, 2021
North Rock Construction has temporarily closed one lane of Grey Road 119 (Scenic Caves Road), south of Blue Mountain Road to complete ditching work. The lane is scheduled to reopen on Friday, November 19.
November 2, 2021
Construction crews will be completing the underground work this week, with paving and restoration work to continue over the next two weeks beginning on Thursday, November 4 - weather and conditions permitting. This work will result in some temporary lane and road closures on Grey Road 19, Scenic Caves Road, Blue Mountain Road, Claire Glen, Patricia Drive and Martin Grove. During the construction period, through traffic access will be maintained via marked detours. There will also be a half-day water shutoff on Patricia Drive, Claire Glen and Blue Mountain Road the week of November 8. Impacted residents will be given notice by the contractor 48 hours before the shutoff occurs.
October 28, 2021
Construction crews are scheduled to install the sanitary mainline across Grey Road 19 on Monday, November 1 and Tuesday, November 2. During this time period, traffic will be reduced to a single lane and lights will be set up for traffic control.
October 25, 2021
The final service connections on Martin Grove and Grey Road 19 are scheduled to be made in the coming week. Construction crews will also begin excavation for the mainline sewer connection to the Windfall subdivision. There will be no service interruptions or road closures associated with this work. Restoration work will also continue throughout the project area.
October 19, 2021
The Town is taking the opportunity of this project to implement improvements in the water distribution system on Grey Road 19 east of Patricia Drive. As a result, some water shutdowns will occur over the next two weeks. Written notices will be hand delivered to affected properties.
October 15, 2021
Scenic Caves Road has reopened, and installation of the box culvert on Grey Road 19 is nearing completion. Installation of services on Patricia Drive and Martin Grove may are scheduled to continue though the weekend and to be completed the week of October 18. Work on the main line sewer south of Grey Road 19 will continue next week as well.
October 1, 2021
The contractor is scheduled to begin installation of two new sections of box culvert starting Tuesday, October 5, 2021. Road closures will be found on Grey Road 19 from the Blue Mountain Resort roundabout to Claire Glen Road, and on Scenic Caves Road from the Blue Mountain Resort roundabout to Blue Mountain Road. The installations will be happening consecutively and are expected to be completed within two weeks. Posted detour routes on Blue Mountain Road and Claire Glen Road will ensure access from all directions is maintained for public and emergency vehicles while construction takes place.
September 13, 2021
The contractor has two crews working right now working on the sanitary sewers and services. The sewer and service installation on Claire Glen is complete. The sewer and services on Patricia Drive and Blue Mountain Road are slated to be finished this week, and then the crews will be transitioning onto Martin Grove. A third crew is scheduled to be on site the week of September 20 to begin working on the storm water diversion.
August 26, 2021
Main line work has been completed on Claire Glen and a second crew has begun work to complete servicing on Claire Glen. Main line work is nearing completion on Blue Mountain Road as construction continues on Patricia Drive. After main line work is completed on Patricia Drive, the servicing crew will begin work on servicing. A third crew is set to arrive in early September to begin work on drainage improvements.

Due to construction, there may be a temporary interruption in the collection of waste and recycling. If not collected on the scheduled pick-up day, it will be collected by the end of the following day.

Construction is wrapping up on Claire Glen and crews will begin work on Blue Mountain Road between Claire Glen and Patricia Drive. There will be temporary access to County Road 19 for cars on Patricia Drive.

Construction is continuing on Claire Glen next week, with tree clearing to continue on Patricia Drive and Martin Grove.

North Rock Ltd. Construction will be onsite beginning July 12 to start tree clearing and sewer installation.
July 2021 - Construction and tree clearing to begin
The construction of the sewer extension into Price’s Development is scheduled begin on July 12, 2021. The work will begin at the south limit of Windfall Subdivision behind 182 & 186 Yellow Birch Crescent. Ahead of the sewer installation, trees will be cleared in preparation for the construction, with tree clearing beginning on July 5, 2021. Prior to clearing, trees will be inspected to assure no active nests are present. The trail in the construction area will be closed for approximately three weeks during this time, and the Town apologizes for the inconvenience to impacted residents.
May 31, 2021 - Pre-construction condition survey
OZA Inspections began a pre-construction condition survey of properties in the area to verify existing conditions.
May 14, 2021 - Property owner action required
Property owners in the Price's Development area are asked to provide a Service Lateral Location before construction begins. A list of properties that have provided a location is available online and was most recently updated on June 4, 2021.
January 13, 2020 - Letter to residents
The Town’s Construction Coordinator sent a letter to residents as a brief update on the project and a request for crucial information regarding servicing of individual lots.
November 14, 2019 - Plan and profile drawings available
The Town has received engineered plan and profile drawings of Blue Mountain Road, Claire Glen, Grey Road 19, Martin Grove and Patricia Drive from Greenland Consulting Engineers.
August 27, 2018 - Presentation to Committee of the Whole
The Town's Construction Coordinator presented Staff Report CSPW.18.055 entitled "Follow up to the Public Information Centre for Price's Subdivision" to the Committee of the Whole.
July 24, 2018 - Letter sent to residents
The Town's Construction Coordinator sent a project update letter to residents with information regarding the storm drainage process, and an upcoming report to Council regarding the wastewater servicing.
January 3, 2018 - Preliminary engineering delayed
The Town's Construction Coordinator sent a letter to residents advising them that the preliminary engineering for Price’s Subdivision Wastewater Servicing and Storm Drainage Improvements has been delayed until Spring 2018. The Town has delayed the final design and construction on the project until 2019 and 2020 respectively pending the completion of the Preliminary Design Report and the direction of Town Council. February 22, 2017 - Council approves Capital Budget
The Town's Engineering Design Technologist sent a letter to residents advising that Council has approved the Capital Budget to proceed with the drainage study and preliminary design of the wastewater servicing. The Town has initiated the procurement process to retain a consulting engineering firm to start gathering background information. Residents will be contacted in early summer of 2017 to provide input. December 16, 2016 - Letter to residents
Director of Operations Department (formerly IPW) sent a letter to residents regarding the cost of the project, financing and repayment options. Town Council will consider undertaking the preliminary design phase of the project January, 2017 and residents were advised to provide comments to the Town's Engineering Design Technologist, by January 16, 2017. Once the project is complete and the full warranty period has passed, the Town's Finance Department will send a report and by-law to Council which will include financing options. Please note that Council needs to approve any financing options before they can be offered. The homeowner can pay off the outstanding balance in full at any time to avoid future interest payments. If the property transfers ownership, the full loan is due with that transfer from the current homeowner.
Property owners will be notified in writing when they are able to connect to the new sewer. Prior to connecting, owners are required to obtain a Site Servicing Permit from the Town’s Building Department. This permit allows for the sewer connection and the septic decommissioning. Once the owner has obtained this permit, they may contact a contractor to complete your connection. The Town does not maintain or provide a list of qualified contractors for this type of work. Prior to connection, the contractor must contact Ontario 1 Call to obtain locates for the property. Ontario 1 Call can be contacted at 1-800-400-2255 or on the web at https://www.ontarioonecall.ca/
