Staff Report PDS.23.033 was presented at the Committee of the Whole meeting on April 4, 2023. The report recommends that Council defer a decision on the proposed Zoning By-law Amendment application until a Floodplain Assessment and Archaeological Assessment can be completed.
The Committee voted 6-0 in favor of deferring a decision and directed staff to report back to Council with a recommendation report following the completion of their review. The Committee also voted in favour of refusing the application should the Floodplain Assessment and Archaeological Assessment not be received within one year. These decisions were ratified at the Special Meeting of Council on April 24, 2023.

June 11, 2024 – PDS.24.006
Staff Report PDS.24.006 was presented at the Committee of the Whole meeting on June 11, 2024. This report provides an update to the Committee on the earlier deferral decision issued by Council. The report recommends that Council support a one-year extension to defer a decision on the Dagneau Zoning By-law amendment to allow sufficient time for the owners to complete a Floodplain Assessment and Archaeological Assessment. The new date of expiry would be April 24, 2025. The Committee voted 7-0 to support the extension, which was ratified at the Council Meeting on June 24, 2024.

April 8, 2025 – PDS.24.028
Staff Report PBS.25.028 was presented at the Committee of the Whole meeting on April 8, 2025. This report provides an update to Council on an earlier decision to defer the Zoning By-law Amendment (ZBA) Application for the subject property. The applicant has advised Town staff that additional time is needed to finalize the required studies. As such, staff recommends extending the deferral, which would lapse on October 31, 2025. The committee voted 6-0 in favour of the extended deferral period, which was carried at the Council Meeting on April 22, 2025.

October 7, 2025 – PBS.25.074
Staff Report PBS.25.074 is scheduled to be presented at the Committee of the Whole meeting on October 7, 2025. This report provides an overview of the Planning review process and findings for the proposed Zoning By-law Amendment for the Dagneau subject property. The Committee voted 5-0 to receive the report and enact a By-law to re-zone the subject property from Open Space (OS) Zone to Hazard (H), Residential One – Special (R1-1) and Open Space (OS) Zones. The Zoning By-law Amendment was formally adopted at the October 20, 2025, Council Meeting.
