Project Update: Draft CIP Available; Public Meeting Scheduled

The Draft Community Improvement Plan (CIP) is now available for public review.

A Public Meeting to present the Draft CIP and receive feedback from Council and the community is scheduled for Tuesday, June 2, 2026, at 9:30 a.m. The meeting will be held in a hybrid format, with options to attend online or in person at Town Hall.

At the meeting, the Project Team will present the Draft Community Improvement Plan (CIP) to Council and the community. This meeting provides a formal opportunity for Council and members of the public to review the draft and provide comments before the CIP is finalized for Council consideration and adoption.

The Town of The Blue Mountains has engaged NPG Planning Solutions Inc. to undertake a comprehensive review and update of its Community Improvement Plans (CIPs) to support housing affordability, economic sustainability and local revitalization more broadly across the Town. 

A CIP is a planning tool that allows municipalities to designate specific areas for revitalization and provide programs, grants or incentives to stimulate economic and social improvements. The Town currently has two CIPs, being the Housing Within Reach CIP and the Town-Wide Revitalization CIP, which were approved by Council in 2021.  The Town of The Blue Mountains' CIP review and update will result in a new CIP that integrates the existing CIPs, ensuring that CIP goals and funding programs align with the Town’s evolving needs, priorities and aspirations.

Preparation of the CIP will include background research to outline evolving housing and economic trends in The Blue Mountains so that the CIP is responsive to community needs today and anticipated over the next several years. A key component of the workplan is community engagement, with a focus on gathering input from key stakeholders. Engagement will assist in refining and strengthening funding programs and informing where new programs can target community revitalization and enhancement. The final plan will deliver incentives to support the creation of affordable and attainable housing, support local business growth and align with broader municipal priorities for growth and community resilience.

The preparation of this CIP includes opportunities for engagement, giving you the opportunity to share your ideas on housing, local business needs and community growth. Your voice will help build a stronger, more resilient town. Engagement activities include:

Public Meeting 

A Statutory Public Meeting, required under the Planning Act, has been scheduled for Tuesday, June 2, 2026, beginning at 9:30 a.m. The meeting will be held at Town Hall in a hybrid format, with options to attend in person or virtually via Microsoft Teams.

During the meeting, the Project Team will present the Draft Community Improvement Plan (CIP) to Council and the community. This meeting provides a formal opportunity for Council and members of the public to review the draft and provide comments before the CIP is finalized for Council consideration and adoption.

Community Engagement Session

An in-person Community Engagement Session will be held on Wednesday, April 15, 2026, from 5:00 p.m. - 7:00 p.m. at Town Hall. The event will provide an opportunity for the project team to share key findings from the Background Review and Study phase and gather community feedback. The session will include a formal presentation followed by a Question-and-Answer period, as well as an informal opportunity for attendees to share feedback directly with project team members. A recording of the presentation and Q&A will be posted to the project webpage following the event.

Targeted Stakeholder Survey 

The targeted stakeholder survey is now closed. Thank you to those who shared their input. 

This survey will assess the effectiveness of the existing CIPs and identify challenges and opportunities. The survey focuses on key stakeholder groups with a direct interest in or potential benefit from the CIP programs, including landowners, developers and business owners. Survey results will be analyzed and summarized as part of the Background Report and Issues Memorandum completed in Phase 1 of the project.

Targeted Stakeholder Workshops

Targeted stakeholder workshops will be held at key stages of the project to gather focused input on both the existing CIP programs and the draft CIP. Phase 1 workshops will assess the performance of the current programs and identify gaps and emerging needs. Phase 2 workshops will present the proposed policy directions and incentive programs, providing an opportunity for stakeholders to review and comment before the Draft Community Improvement Plan is prepared.
