The Town's Bridge and Culvert Rehabilitation program is a multi-year effort to repair deficiencies and extend the lifespan of a number of Town-owned structures. The scope of work will vary between sites but generally includes structural rehabilitation, surface repairs and guiderail replacement or rehabilitation.

Arnott Construction has been awarded the construction tender for the 2026 workplan which includes a total of seven bridges and culverts. Three of the bridges identified for rehabilitation in 2026 will require full closures while the work is being completed, while the remaining sites will only require single-lane restrictions. Work will be staggered so that only one structure is being rehabilitated at a time. The bridges which require temporary closures include:

Red Wing Bridge, 10th Line (Bridge 6)
6th Line Bridge, north of 12th Sideroad (Bridge 8)
11th Line Bridge, north of Sideroad 33 (Bridge 19)

Project Updates

September 4, 2026 - Red Wing Bridge reopened; work to continue at Victoria Corners

The 10th Line Bridge in Red Wing reopened to the public as of this morning. The contractor will be addressing a few items next week including general cleanup and grading work, however the bridge will remain open with single-lane restrictions where required while these tasks are being completed. The Victoria Corners Bridge on Sideroad 21 remains open to two-way traffic. There are a few tasks planned for next week that will require temporary single-lane restrictions with traffic control. These tasks are expected to be completed late next week or early the following week.

August 28, 2026 - Update on Red Wing and Victoria Corners Bridges
Arnott Construction has completed installation of the bicycle railing on the Red Wing Bridge, but will not be able to complete installation of the new guide rail until next week. The bridge will remain closed and the detour will remain in place until this work can be completed. Work on the Victoria Corners Bridge remains on track. The bridge will be open for two-way traffic this weekend, and then alternating single-lane closures will come into effect again next week while work is being completed.
August 21, 2026 - 11th Line reopened, Victoria Corners to start next week
Arnott Construction reopened the 11th Line Bridge earlier this afternoon. Some minor cleanup remains to be completed, but this will be done with temporary single-lane closures over the next week. The Red Wing Bridge is still expected to reopen late during the week of August 24. Finally, work on the Victoria Corners Bridge is now planned to begin on Monday, August 24. Work on this bridge is expected to take approximately two weeks, with alternating single-lane closures in place while work is being completed.
August 19, 2026 - 11th Line expected to reopen Friday, August 21
Arnott Construction has provided a schedule update for the remaining bridge and culvert rehabilitation work. The 11th Line bridge is now expected to reopen on Friday, August 21, following installation of guardrail and final grading. The Red Wing Bridge is expected to reopen the week of August 24. Finally, work on the Victoria Corners Bridge is planned to start on Friday, August 21. This bridge will remain open with alternating single-lane closures while work is being completed.
August 13, 2026 - 11th Line Bridge closure extended
Due to challenges with sourcing materials for the guardrail connections, the 11th Line Bridge closure has been extended until Wednesday, August 19. The bridge will reopen once the guardrail has been installed and final grading has been completed. Work on the Red Wing Bridge is continuing on schedule.
August 6, 2026 - Progress update and schedule change for Victoria Corners Bridge
Arnott Construction has installed the new guardrail and completed site cleanup on 12th Sideroad. This structure will be fully reopened to traffic on Thursday, August 6. Final work is still being completed on 6th Line and 11th Line. 6th Line is expected to reopen by end of day on Friday, August 7, and 11th Line is currently expected to reopen on Wednesday, August 12. As work is wrapping up on these structures, Arnott has shifted a crew to begin work on the Red Wing Bridge. This structure is expected to be fully closed to all vehicular and pedestrian traffic until August 31. They have also updated their schedule and now plan to begin work on the Sideroad 21 bridge at Victoria Corners on August 17. This bridge will remain open with alternating, single-lane traffic while work is being completed.
July 23, 2026 - Progress update and schedule change for Red Wing Bridge
The 11th Line and 6th Line Bridges remain closed as Arnott Construction continues rehabilitation work at these sites. Arnott has also mobilized a crew to begin work on the 12th Sideroad Bridge. The 12th Sideroad between Grey Road 2 and 10th Line will remain open with temporary single lane closures as required. Work at all three of these sites is currently expected to be completed late in the first full week of August, pending material availability and weather conditions. Arnott has also adjusted their schedule and plan to complete work on the 10th Line Bridge in Red Wing from Tuesday, August 4 to Monday, August 31. The Red Wing Bridge will be fully closed to all traffic while this work is being completed.
July 17, 2026 - Road closures on 6th Line and 11th Line
Arnott Construction resumed work on the 11th Line Bridge this past Wednesday. The bridge is fully closed to all traffic to allow for concrete rehabilitation and the installation of a new guard rail. The closure on 11th Line is planned for three weeks, ending August 7, 2026. Arnott has also started work on the 6th Line Bridge, north of 12th Sideroad. This structure is also fully closed to allow for rehabilitation of the existing culvert and installation of a new steel beam guard rail. Preliminary work on the 12th Sideroad Bridge between 10th Line and Grey Road 2 is expected to begin next week. This work will involve lane closures with alternating single lane traffic. Please note that weather and material delivery may impact planned schedules.
July 9, 2026 - Schedule updates for 6th Line
Arnott Construction has updated their anticipated schedules for the rehabilitation of the 6th Line Bridge. They are expecting to begin work on Wednesday, July 15 with a full road closure in place until August 6. At this time they will be pausing work on the 11th Line Bridge. They expect to return to the 11th Line site on Monday, July 20 to resume work on the superstructure. Current anticipated schedules for 12th Sideroad, Victoria Corners and Red Wing remain unchanged.
June 23, 2026 - Schedule updates for 11th Line and Red Wing Bridges
Arnott Construction has completed rehabilitation work on the Slabtown Bridge, including most upgrades to the guiderail and end treatments. They will be on site one day this week to complete remaining guiderail work.
Arnott has also updated their anticipated schedules for the 11th Line Bridge and Red Wing Bridge. Due to delays on some in-water works in Red Wing, they now expect to start work on the 11th Line Bridge the week of June 29. The 11th Line Bridge is anticipated to remain open while work is completed under the structure, and then the temporary full closure will be put in place once surface work begins. Rehabilitation work on the Red Wing Bridge has been pushed back to September 15 to October 7.
June 12, 2026 - 10th Line culvert complete, Slabtown Bridge rehabilitation continues
Arnott Construction has completed work on the 10th Line culvert. For the week of June 15, they will continue with rehabilitation work on the Slabtown Bridge, including guiderail installation. Single-lane traffic control will be in place for duration of this work. Preliminary work on the Red Wing Bridge is planned for next week as well, including required tree removals. This work will be completed with single-lane traffic restrictions in place in advance of the temporary closure and detour which is tentatively schedule to be in place the week of June 22, 2026.
June 5, 2026 - Remaining work on 10th Line and work beginning on Slabtown Road
Arnott Construction will be continuing with work on the 10th Line culvert until Friday, June 12 to complete installation of the guide rail. They will also be continuing on schedule with rehabilitation work beginning Monday, June 8 on the Slabtown Bridge. Single-lane traffic control will be in place for duration of this work. They may also begin preliminary work on the Red Wing Bridge later next week with single-lane traffic restrictions in place in advance of the temporary closure.

11th Line Bridge

Anticipated Construction Period: July 16 to August 21 (completed)

The 11th Line Bridge is a solid slab concrete bridge constructed in 1930. Rehabilitation works are expected to include installation of guardrail, repair and regrading of approach surface and repairs to concrete deck soffit, wing wall and abutments. Recommended detour is via Sideroad 33, 10th Line and Highway 26.

6th Line Bridge

Anticipated Construction Period: July 15 to August 7 (completed)

The 6th Line Bridge is a concrete rigid frame bridge. Rehabilitation works are expected to include installation of guardrail, clearing of stream bed and repairs to concrete. Recommended detour is via 12th Sideroad, Grey Road 2 and Grey Road 119.

Red Wing Bridge (10th Line)

Anticipated Construction Period: August 4 to September 4 (completed)

The 10th Line Red Wing Bridge is a concrete rigid frame/arch bridge. Rehabilitation works are expected to include improvements to the guiderails, installation of warning signage and repairs to concrete. Recommended detour is via 12th Sideroad, Grey Road 2 and Grey Road 119.

Other Bridges and Culverts

Rehabilitation works are expected to be completed on four additional structures in 2026. These structures will remain open to traffic with alternating single-lane restrictions.

1. 10th Line Culvert

Anticipated Construction Period: June 1-12 (completed)

The 10th Line Culvert is an elliptical multi-plate corrugated steel pipe. Rehabilitation works are expected to include the installation of a proper guide rail on both approaches and across the structure.

2. Slabtown Bridge

Anticipated Construction Period: June 8-24 (completed)

The Slabtown Bridge is a concrete deck on a prefabricated steel truss bridge. Rehabilitation works are expected to include modifications to the approach guide rail to improve safety.

3. 12th Sideroad Bridge

Anticipated Construction Period: July 22 to August 4 (completed)

The 12th Sideroad Bridge rehabilitation works are expected to include concrete repairs and installation of a new guide rail.

4. Victoria Corners Bridge

Anticipated Construction Period: August 21 to September 14

The Victoria Corners Bridge is a concrete rigid frame bridge. Rehabilitation works are expected to include repairs to the approaches, installation of signage and improvements to the guide rails.
