Landfill Expansion Phase 2

The Blue Mountains Solid Waste Disposal Site has approved capacity that is estimated to last beyond 2040. In 2013 the Town received approval through an Environmental Screening process to expand the Site. Phase 1 of the expansion was completed in 2015. Phase 2 work is now required to build the remaining cell capacity.

This phase of work will include reclamation of existing landfill area. A process of landfill mining will be used to gain more space and prepare the area for a liner and leachate collection system. This work will provide approximately 50,000 cubic metres of new capacity. The work to line the area will effectively protect the adjacent aquifer and sensitive creek environment.

Why Now?

The cell completed as part of Phase 1 is nearing capacity. The Town is initiating work on Phase 2 to provide more available space for landfilling the community's solid waste.

Staff Report OPS.26.002 will be presented to Committee of the Whole on February 24, 2026. The report outlines updated cost estimates for the Phase 2 Landfill Expansion, identifying that current market conditions have outpaced earlier budget projections and applied cost escalations.
