The Thornbury West Phase 2 Reconstruction project will include portions of Arthur Street West, Bay Street West, Bruce Street North, Elma Street North, Harbour Street, Huron Street West, King Street West, Lakeshore Drive, Lansdowne Street North, and Victoria Street North. This reconstruction work will include:

Installation of new water mains, sanitary sewers and storm sewers
Installation of new service laterals to the property line
Consideration of improving road cross-sections including road surface width and active transportation facilities to align with Provincial and Town standards

The project engineering budget was approved through the 2024 Town Budget process. Funding for this budget came from the IPW Asset Replacement Reserve Fund, Water Asset Replacement Reserve Fund, Wastewater Asset Placement Reserve Fund, Roads and Related Development Charges, Water Development Charges and Wastewater Development Charges. Through the engineering process, staff will be able to produce a more accurate estimate of the construction costs. The construction budget will be considered for approval in a subsequent year.

Project Updates

September 9, 2026 - Notice of Motion to suspend project kickoff

A Notice of Motion was brought to Council at its meeting on September 8, 2026. The proposed motion directed staff to continue to suspend all preparations and activities related to the Thornbury West Phase 2 Reconstruction, including the engineering kickoff, and that no work be undertaken until a revised 5-10 year capital project plan is approved by Council. This motion was approved by Council.
