
An application for a Grey County Official Plan Amendment has been received in relation to the Thornbury Acres development proposal. Grey County issued a Notice of Complete Application and Public Meeting on January 17, 2025. The Grey County Public Meeting is scheduled for February 26, 2025.
This project was previously subject to applications for a Town of The Blue Mountains Official Plan Amendment, Zoning By-law Amendment, and Plan of Condominium (File #3266), with a Public Meeting being held on May 16, 2023. Prior to Council making a decision on those applications, the applicant had appealed the project to the Ontario Land Tribunal (OLT), where it remains for decision. The County Official Plan Amendment is a new application that is being considered separate from and concurrent with the appeal process.

SubscribeThe proposal requests amendments to the Town of The Blue Mountains Official Plan and Zoning By-law to permit the develop a residential farm cooperative on 61 hectares of land located at the southeast corner of Grey Road 2 and Grey Road 40. The development will include 36.4 hectares of agricultural and recreational open space and 37 single detached dwellings services accessed by a private road system. The approval of a vacant Land condominium, site plan and building permits will also be required.
The Ontario Land Tribunal confirmed receipt of the appeals of the related proposed Official Plan Amendment, Zoning By-law Amendment and Draft Plan of Condominium applications filed by Thornbury Acres Holding Inc. and Kathleen Ann Houghton. The decision-making authority associated with this file has now been removed from local authority and elected officials and now resides with the provincially appointed Ontario Land Tribunal. The Ontario Land Tribunal maintains its own set of rules and procedures relative to the processing and disposition of matters under appeal.
