This report provides a review and recommendation to Council to authorize removing the Holding ‘-h7’ symbol from the subject lands to allow building permits to be issued for the construction of residential dwelling units. The Committee voted 6-0 to enact a Zoning By-law Amendment to remove the Holding ‘-h7’ symbol, which was ratified at a Special Meeting of Council on November 22, 2021.

November 18, 2025 - PBS.25.106
Staff Report PBS.25.106 was presented at the November 18, 2025, Committee of the Whole meeting. The report outlines a request from Georgian Planning Solutions, on behalf of CVD Group, seeking Council’s support for a Condominium Exemption to register a Standard Plan of Condominium on the subject lands. The CVD Group is nearing completion of 32 units at Block 152 of the Second Nature Development. Condominium Exemptions are granted at the discretion of the County of Grey. Because the lands were originally Draft Plan Approved in the 1980s and more than three years have elapsed, County policy requires municipal support before the County can consider the exemption request.
The Committee voted 5–0 in favour of having no objections to the request for a Condominium Exemption, subject to confirmation of the dedication of the Grey Road 19 Trail Block and an agreement for the required fencing along Grey Road 19. The Committee also requested that Grey County withhold registration of the final condominium plan until the Town’s Clearance Letter is received. This decision was formally approved at the December 1, 2025, Council Meeting.
