On October 25, 2022, the Ontario government introduced the More Homes Built Faster Act, 2022 (Bill 23), amending provisions affecting parkland dedication and cash-in-lieu requirements.
Key changes include:
- Reduced parkland requirements for affordable and attainable housing units.
- Exemptions for certain accessory residential units and non-profit housing.
- Introduction of alternative rates for land dedication and cash-in-lieu, with maximum limits.
- Requirements for fund administration, reporting and transparency.
Since the adoption of the Town’s 2003 Parkland Dedication By-law, legislative changes and updates through the Draft Official Plan (2025) have created the need to review and revise the By-law to ensure it complies with current provincial legislation and aligns with the Draft Official Plan’s policies on parkland provision.
