The Town of The Blue Mountains is advising the public that the barrier on Crosswinds Boulevard is scheduled to be removed on Monday, July 13, 2026, allowing the roadway to open to through-traffic. As part of the work, additional traffic safety signage will be installed before the barrier is removed. Residents can expect to see heavy equipment and Town crews on site throughout the day as final roadway preparations are completed.

Staff Report PBS.26.030 was presented at the Committee of the Whole meeting on May 19, 2026. The report provides a follow-up to a deputation made by Mr. Larry McKenzie on March 30, 2026, regarding the planned opening of Crosswinds Boulevard.

The report addresses concerns raised through the deputation, including stop sign locations, sightline obstructions, trail system crossings, school bus routes, pedestrian traffic, and the potential impacts of a proposed roundabout at Grey Road 19.

Crosswinds Boulevard is opening now because the Town has officially taken over the completed sections of the road from the adjacent developers. This means that the road is ready to open and be used as planned. Opening the road will improve access, support traffic flow, and help emergency and Town vehicles move through the area more directly. 

Crosswinds Boulevard was opened to through-traffic on Monday, July 13, 2026, following the removal of the temporary barrier and completion of final site activities.

No. Crosswinds Boulevard was always planned and intended to operate as a public road for through traffic. Temporary restrictions were in place during development, but permanent closure was never intended.

“Opening” Crosswinds Boulevard refers to removing the existing barrier between Springside Crescent and Courtland Street so the road can function as a continuous public road for through traffic. 

The barricades stayed in place while work related to the surrounding development was being completed and until the Town was ready to take over the road and prepare it for public use.

Traffic is expected to increase once Crosswinds Boulevard opens to through traffic. To understand those changes, the Town has collected baseline traffic data and will continue monitoring traffic volume and speed after the road opens. Monitoring will continue for at least one year so the Town can review conditions over time, including seasonal changes, and determine whether additional measures are needed. Traffic monitoring data and findings will be shared on the Crosswinds Boulevard project webpage as they become available.

The Town understands that speeding is a concern for residents. Traffic conditions will be monitored after the road opens, and radar speed signs and other safety signage will be installed. Traffic laws are enforced by the Ontario Provincial Police, and the Town will share local concerns and traffic data with them as needed.

The Town plans to install radar speed signs and other road safety signage when the road opens. Crosswinds Boulevard was designed with sidewalks, a multi-use trail, and cycling lanes to support safe use. Traffic conditions will be monitored, and additional measures will be considered if needed.

Yes. Existing stop signs will remain in place. Any future changes would only be considered if safety data and traffic conditions show they are warranted.

The Town is working with local School Boards and First Student to confirm updated bus stop locations. Once the road is open, stops are expected to return to more typical locations, likely at established intersections. Final locations will be shared once they are confirmed.

Crosswinds Boulevard includes a multi-use trail, sidewalks, and cycling lanes to support pedestrians and cyclists. The Town recognizes concerns about winter walking conditions and notes that sidewalks in this area are not currently maintained in winter under existing service levels. The Town will continue working with the Craigleith Community Working Group to explore feasible options to improve winter pedestrian safety.

The Town is aware of questions regarding potential obstructed sightlines at pedestrian crossing locations along Crosswinds Boulevard. Pedestrian crossings are located at intersections where existing stop signs will remain in place to support safe and controlled crossings. Streetscape elements along the roadway are set back in accordance with standard roadway design practices and are not considered to significantly interfere with sightlines for pedestrians or drivers.

Yes, but once the road is open it will function as an active public roadway. Residents are encouraged to use the multi-use trail, sidewalks, and nearby parks and trail systems for recreation. Everyone should follow posted signs and use designated crossings and pathways.

Town Council approved the assumption of Crosswinds Boulevard as a municipal road in November 2025, under Town By-law 2025-69.

On-street parking on Crosswinds Boulevard is not permitted. Enforcement will be regulated by the Town’s By-law Enforcement Department to support safe and efficient traffic flow.

Yes. Prior to opening Crosswinds Boulevard to through-traffic, the Town will install additional traffic safety signage to support the safe operation of the roadway. The locations and types of signage are shown in the Traffic Safety Signage Plan below.
