Staff Report PDS.24.007 was presented at the Committee of the Whole meeting on February 6, 2024, summarizing the public consultation process and recommending a Zoning By-law Amendment (ZBA) for Lora Bay Phase 4b. The Committee voted 7-0 to approve a revised ZBA and directed staff to work with the applicant to maintain a 3-metre vegetation buffer. The Committee also clarified that the proposed crossing of the Georgian Trail would not be permitted until a further staff report is received.
At the Council meeting on February 20, 2024, Council had a thorough discussion and ultimately voted to approve the Zoning By-law Amendment with six outlined revisions, direct staff to work with the applicant to ensure a 3-metre vegetation buffer, and prohibit the proposed Georgian Trail crossing. Additionally, Council directed that the six revisions to the amendment be formalized in a perpetual covenant between the builder, purchaser, and the Town.
Council also asked staff to formally request a voluntary contribution from Great Gulf for the Town’s Community Improvement Plan, specifically for the Housing Within Reach program.

Staff Report PDS.24.037 was presented at the Committee of the Whole meeting on March 19, 2024. This report provides a recommendation to Council regarding the Draft Plan of Subdivision Application for Lora Bay Phase 4b. The Committee voted 6-0 to support a recommendation to Grey County to grant Draft Plan Approval of Subdivision, subject to outlined conditions, which was adopted at the April 2, 2024 Council Meeting.
