May 19, 2026 – PBS.26.038
Staff Report PBS.26.038 was presented at the May 19, 2026, Committee of the Whole meeting. The report provides a follow-up to the previous public meeting regarding a proposed Zoning By-law Amendment to rezone several unopened municipal road allowances to the Open Space (OS) zone. The report recommends that Council enact the proposed Zoning By-law Amendment and direct staff to explore long-term options for the ownership, management, and protection of the subject lands.
The subject lands form part of the Beaver River Trail corridor connecting Thornbury and Clarksburg. The proposed rezoning is intended to help protect the trail, provide greater land use certainty, and recognize the environmental and recreational importance of the corridor.
The Committee voted 6-0 to enact a Zoning By-law to rezone the subject lands and directed staff to proceed with option 2, as outlined in the report, which is to proceed with a stop-up-and-close process for the unopened road allowance, followed by the creation of separate conveyable parcels that would remain in Town ownership and be zoned Open Space. Staff were also directed to explore the use of the Parkland Dedication Reserve Fund to offset costs associated with the rezoning and stop-up-and-close process for the purpose of creating Open Space and to explore Grey County and Grey Sauble to waive their respective fees for rezoning. These decisions were formally approved at the June 1, 2026, Council Meeting.
