208 Peel Street North Park and Tennis Court Rehab

The Town has posted the invitation for qualified contractors to tender for the renewal of the tennis courts at the 208 Peel Street site. The deadline for bids is September 3, 2026. Once the construction contract has been formally awarded, the contractor will provide the Town with a baseline schedule for the work. 

A verbal update on the project was provided during the Council Meeting on Monday, June 22. Ryan Gibbons, the Town's Director of Community Services, noted that the formal address of the property has been changed to 208 Peel Street North. He also provided background on Council's previous direction regarding the elements to be included in the park, and explained why staff had not pursued deeper levels of public engagement on the incorporation of these elements into the preliminary site design. Consultation on opportunities for future phases of site development, including a proposed playground and further trail connections, is expected to be completed this summer. Director Gibbons also explained that tree removals completed to date have been performed to allow for previously-approved improvements to be completed, to address invasive species and to improve sightlines into the park for user safety. Inspections for active migratory bird nests were completed prior to the removal of these trees. He also acknowledged and apologized for not providing notice before these necessary tree removals were completed.

A verbal update on the project was requested and provided during the Council Meeting on Monday, April 20. Ryan Gibbons, the Town's Director of Community Services, relayed that a Landscape Architect has been hired and that the preliminary design for the property has been initiated. They are currently investigating possible trail routes around the property, and the Town expects to complete further public consultation once the preliminary designs are complete.

The 2026 Town Budget formalized Council's direction to proceed with rehabilitation works at the 130 King Street West property. This work will include the refurbishment of the existing tennis courts and other general park improvements. Contractors are expected to be on site this week to complete a land survey to assist with the preliminary design process.

At their meeting on Monday, June 23, Council provided direction to staff to include for consideration an addition to the 2026 Draft Budget for the re-zoning and development of the property which would include:

• two outdoor tennis courts
• formalized recreation trail, parking and access

Council also directed staff to negotiate with the Cameron Shores Tennis Club for use of the tennis courts for the 2025 season only.

Staff Report CS.25.025 was presented to Committee of the Whole on Monday, May 26, 2025. The report provides a summary of the feedback received through the public survey and Public Information Centre, and requests Council direction to include the re-zoning and development of the property in the 2026 Budget for consideration. Staff's recommendation is for this to include the replacement of the two outdoor tennis courts, and formalize a recreation trail, parking and access. It also requests direction to negotiate with the Cameron Shores Tennis Club for use of the tennis courts for the 2025 season only. Committee voted in favour of the staff recommendations. The motion was pulled from the Committee minutes for further discussion by Council at their meeting on Monday, June 23.
