Recreational Development of 130 King Street West

The 2026 Town Budget formalized Council's direction to proceed with rehabilitation works at the 130 King Street West property. This work will include the refurbishment of the existing tennis courts and other general park improvements. Contractors are expected to be on site this week to complete a land survey to assist with the preliminary design process.

At their meeting on Monday, June 23, Council provided direction to staff to include for consideration an addition to the 2026 Draft Budget for the re-zoning and development of the property which would include:

• two outdoor tennis courts
• formalized recreation trail, parking and access

Council also directed staff to negotiate with the Cameron Shores Tennis Club for use of the tennis courts for the 2025 season only.

A Public Information Centre is being held to present background information on the property, and to gather input from members of the public. All those interested in the project are invited to attend. The event will be held on Thursday, May 8, 2025, from 5:00 p.m. to 7:00 p.m. at the Town of The Blue Mountains Town Hall, 32 Mill Street, Thornbury.

Staff Report CS.25.025 was presented to Committee of the Whole on Monday, May 26, 2025. The report provides a summary of the feedback received through the public survey and Public Information Centre, and requests Council direction to include the re-zoning and development of the property in the 2026 Budget for consideration. Staff's recommendation is for this to include the replacement of the two outdoor tennis courts, and formalize a recreation trail, parking and access. Staff Report CS.25.13 was presented to Committee of the Whole on April 7, 2025. The report sought direction to work with the Georgian Bay Racquets Initiative (GBRI) to review Town-owned lands for the Georgian Bay Community Racquet Centre outlined in their December 2024 deputation. Committee voted in favour of a motion that directed staff to collaborate with the GBRI to identify viable Town-owned properties, conduct a preliminary feasibility assessment of locations and operating models, and provide a follow-up Staff Report by June 2, 2025. The motion also directed staff to formally meet with GBRI every three weeks to ensure collaboration and share progress updates. The Committee meeting minutes were adopted by Council at their meeting on April 22, 2025.

Staff Report CS.25.010 was presented to Committee of the Whole on February 3, 2025. The report was provided in response to direction received from Council in December of 2024, and gave an outline of the schedule staff would need to follow to complete the survey and public information session. Committee received the report and directed staff to proceed with the survey and schedule a Public Information Centre. They also directed staff to provide a follow-up report to Council on June 2, 2025. This motion was carried by Council at their meeting on February 18, 2025.

A deputation was made to Committee of the Whole on December 9, 2024 regarding the potential for a regional, 4-court, indoor tennis facility at the 130 King Street West property. Committee received the deputation for information, and directed staff to provide a report in response to the requests made in the deputation. Staff Report CSOPS.24.063 was presented to Committee of the Whole on November 18, 2024. The report provided some background on the history, zoning and value of the 130 King Street West property, and requested Council direction to complete a community engagement process to consider recreational uses for the property. Staff also requested direction to include $10,000 in the 2025 Proposed Budget to fund the engagement process. Committee voted in favour of these recommendations, and this vote was carried by Council at their meeting on December 2, 2024.
