The Thornbury-Clarksburg Rotary Club approached Town Council in September of 2022 with the concept of revitalizing Moreau Park in Thornbury under the theme, “Kindness at Play.” The elements proposed included a new skate park for all ages and abilities, a year-round paved walking path, a sensory garden and an accessible playground. Council directed staff to include this project for consideration as an addition to the 2023 Town budget.

This project presents a larger opportunity for the Town to consider incorporating additional recreational elements that have been identified through the Town’s Leisure Activity Plan and Resident Satisfaction Survey. Additionally, previously approved or proposed projects including construction of a permanent, covered pavilion with washroom facilities, and resurfacing of the baseball diamonds could be included in this project. These elements will be evaluated through a multi-stage community consultation program consisting of initial surveying and engagement to establish priorities, followed by an evaluation of conceptual designs.

Why Now?
The Thornbury-Clarksburg Rotary Club has partnered with the Town to revitalize Moreau Park. The existing playground equipment is approaching the end of its useful life, so this is a good opportunity to revitalize the entire space under a single, holistic approach.

Project Updates

February 25, 2026 - Public Meeting for Stop Up and Closure of unopened road allowance

The Town is hosting a Public Meeting to receive comments from the community regarding the proposed stop up and closure of the unopened Lansdowne Street South road allowance between Alfred Street and Alice Street. Formally stopping up and closing this road allowance offers several advantages including:

Creating a unified park parcel, streamlining permits, tendering, and construction processes
Formalizing existing park activities
Clarifying maintenance responsibilities, enforcement, and boundary definitions under the parks use by-law
Facilitating clear design concepts and operational planning

The Town has scheduled an in-person Design Open House regarding the Moreau Park Revitalization project for Thursday, February 19 from 5:00 to 7:00 p.m. at the Beaver Valley Community Centre. Staff from Colliers Project Leaders and SHIFT Landscape Architecture will be in attendance with the preliminary design layouts for the park. Public Consultation
SHIFT Landscape Architecture, based out of Guelph, Ontario, has been contracted to complete the preliminary and final designs for the revitalization of Moreau Park in Thornbury, and the development of the new Craigleith Community Park. They are currently developing the preliminary design concepts for the parks based off the initial public survey results. While that work is happening behind the scenes, the public will see work progressing on site with geotechnical investigations at Moreau Park scheduled to begin before the end of the year.
Preliminary design concepts for Moreau Park are currently expected to be presented for a round of community engagement in February 2026. Staff are planning to bring a report – including preliminary cost estimates – to Council following this round of consultation to seek direction on the final elements to be included in the designs. Once Council has provided direction, SHIFT will begin detailed design with another opportunity for community consultation on the final design.
Please Note: The bid closing date has been extended to Thursday, September 25.
The Town has posted a Request for Proposal seeking a Landscape Architect firm to manage design work for the Moreau Park Revitalization and Craigleith Community Park projects. The bid closing date is Thursday, September 18. A preliminary schedule has been set which would see conceptual designs for the parks completed in late Q4 of 2025 based on the information gathered through the original public surveys for each project. These concepts will be presented to the public for another round of consultation and further development of the designs beginning in late Q4 of 2025 and spanning into early Q1 of 2026. Final designs are expected to be completed early in Q2 of 2026.
The Town has announced that Colliers Project Leaders has been contracted to manage the revitalization of Moreau Park. Colliers will be working with staff to facilitate conceptual designs and preliminary budget for Moreau Park based on the results of the public survey that was completed in 2023. Construction on Moreau Park is currently anticipated to begin in 2026, with completion in 2027. A preliminary budget has been approved. Once the design is completed, a final budget will be presented to Council based on the elements included.

September 23, 2024 - Thornbury-Clarksburg Rotary Club fundraising initiatives
The Thornbury-Clarksburg Rotary Club has a number of events upcoming that are in support of raising the $200,000 they've pledged to fundraise for the revitalization of Moreau Park. The Kindness Gala is coming up on November 9, 2024 at the Georgian Peaks Club. Tickets are now available for the Gala, and sponsorship opportunities are also available.
Additionally, the annual Thornbury Turkey Trot, David Slade Memorial Golf Tournament and Dinner of the Month also contribute to the fundraising for the Moreau Park Kindness at Play initiative. Event details can be found on the Rotary club's website.

May 13, 2024 - Public survey report presentation
Staff Report CSOPS.24.037 is scheduled to be presented at the Committee of the Whole meeting on May 21, 2024. The report provides an update on the status of the Moreau Park Revitalization project, along with a summary of the initial public survey results.

October 16, 2023 - Initial public survey closed
The initial public survey for the Moreau Park Revitalization project has now closed. More than 760 responses were received during the survey period. Results will be compiled and presented to Town Council for their consideration and direction before the end of 2023. September 20, 2023 - Initial public survey open for responses
The Town has launched a survey to gather initial feedback from the community regarding the revitalization of Moreau Park in Thornbury. The information gathered through the survey will be used to help inform the initial design concepts which will be presented to the community for comment in the next stage of consultation in late 2023 or early 2024. The survey can be completed until October 15, 2023.

March 27, 2023 - Addition to budget approved
Council approved an addition to the 2023 Town Budget to allow public consultation and project management work to begin.

Public Consultation

Online Survey

The project team has prepared two public surveys to gather additional feedback on the preliminary direction and designs for Moreau Park. The General Survey covers how different elements will relate in the site plan as a whole, and seeks more feedback on items including the playground and other amenities. The Skateboard Park Survey specifically focuses on the area dedicated to the skateboard park, and seeks feedback from the users of that area regarding the specific elements they would like to see included in the conceptual design of that space. Both surveys will remain open for responses until March 5, 2026.

The surveys are now closed. The results will be compiled and presented to Council along with a report at a future meeting. Thank you to all who participated.

Design Open House

The Town hosted an in-person Design Open House regarding the Moreau Park Revitalization project on Thursday, February 19, 2026 at the Beaver Valley Community Centre from 5:00 to 7:00 p.m. Staff from Colliers Project Leaders and SHIFT Landscape Architecture were in attendance with the preliminary design layouts for the park.

Members of the public were invited to drop in at any time to view the preliminary designs, provide feedback and ask questions about the project. The feedback received on the designs will be compiled in a report to Council where staff will seek further direction on the final elements to be included in the detailed design.

Staff Reports & Council Decisions

Staff Report CSOPS.24.037 was presented to Committee of the Whole on May 21, 2024. The report provided an update on the status of the Moreau Park Revitalization project, along with a summary of the initial public survey results. The Committee voted 6-0 in favour of receiving the report for information purposes. This recommendation is scheduled to be received by Council at their meeting on June 3, 2024.
