The Thornbury-Clarksburg Rotary Club approached Town Council in September of 2022 with the concept of revitalizing Moreau Park in Thornbury under the theme, “Kindness at Play.” The elements proposed included a new skate park for all ages and abilities, a year-round paved walking path, a sensory garden and an accessible playground. Council directed staff to include this project for consideration as an addition to the 2023 Town budget.

This project presents a larger opportunity for the Town to consider incorporating additional recreational elements that have been identified through the Town’s Leisure Activity Plan and Resident Satisfaction Survey. Additionally, previously approved or proposed projects including construction of a permanent, covered pavilion with washroom facilities, and resurfacing of the baseball diamonds could be included in this project. These elements will be evaluated through a multi-stage community consultation program consisting of initial surveying and engagement to establish priorities, followed by an evaluation of conceptual designs.

Why Now?

The Thornbury-Clarksburg Rotary Club has partnered with the Town to revitalize Moreau Park. The existing playground equipment is approaching the end of its useful life, so this is a good opportunity to revitalize the entire space under a single, holistic approach.


Project Updates

February 25, 2026 - Public Meeting for Stop Up and Closure of unopened road allowance

The Town is hosting a Public Meeting to receive comments from the community regarding the proposed stop up and closure of the unopened Lansdowne Street South road allowance between Alfred Street and Alice Street. Formally stopping up and closing this road allowance offers several advantages including:

  • Creating a unified park parcel, streamlining permits, tendering, and construction processes
  • Formalizing existing park activities
  • Clarifying maintenance responsibilities, enforcement, and boundary definitions under the parks use by-law
  • Facilitating clear design concepts and operational planning

Public Consultation

Online Survey

The project team has prepared two public surveys to gather additional feedback on the preliminary direction and designs for Moreau Park. The General Survey covers how different elements will relate in the site plan as a whole, and seeks more feedback on items including the playground and other amenities. The Skateboard Park Survey specifically focuses on the area dedicated to the skateboard park, and seeks feedback from the users of that area regarding the specific elements they would like to see included in the conceptual design of that space. Both surveys will remain open for responses until March 5, 2026.

The surveys are now closed. The results will be compiled and presented to Council along with a report at a future meeting. Thank you to all who participated.

Design Open House

The Town hosted an in-person Design Open House regarding the Moreau Park Revitalization project on Thursday, February 19, 2026 at the Beaver Valley Community Centre from 5:00 to 7:00 p.m. Staff from Colliers Project Leaders and SHIFT Landscape Architecture were in attendance with the preliminary design layouts for the park. 

Members of the public were invited to drop in at any time to view the preliminary designs, provide feedback and ask questions about the project. The feedback received on the designs will be compiled in a report to Council where staff will seek further direction on the final elements to be included in the detailed design.
