peopleCare LTC Development

The Town of The Blue Mountains has entered into a significant partnership with peopleCare Communities to enable the development of a new long-term care (LTC) home in The Blue Mountains.

On April 9, 2026, it was announced that the location was shifted to the municipal property adjacent to the new fire hall site located south of 796511 Grey Road 19. Staff have undertaken a feasibility review and have been refining site concepts with peopleCare to ensure the proposed LTC home can be advanced in a manner that does not impair the functionality of the new fire hall and supports an efficient approach to servicing, including water, wastewater and stormwater.

The Town's initial work focused on a portion of the former Tee's Please property on Grey Road 19 in Craigleith. Through that process, environmental constraints were identified on the land that impacted site suitability for a long-term care home. 

This collaboration is a positive step towards fulfilling the community's long-standing need for increased access to LTC to meet the needs of local seniors and their families. This project has been made possible through Council’s commitment to work with peopleCare to identify potential sites and paths forward to build a LTC home. The Town is committed to ensuring full transparency through the land sale and planning process for this development.

Project Updates

May 26, 2026 - Rental Housing Proposal & Notice of Public Meeting
 

The Town of The Blue Mountains is pleased to provide information regarding a proposed purpose-built rental and workforce housing development associated with the future long-term care home and Town fire hall property located on Grey Road 19 in Craigleith.

MacPherson Home Builders has submitted a Zoning By-law Amendment application to permit a proposed purpose-built rental housing development within the existing lands of their Altitude subdivision site. The proposed rental housing development is being advanced alongside a separate Zoning By-law Amendment application submitted on behalf of peopleCare Communities to permit the new 192-bed long-term care home on adjacent Town-owned lands. 

As part of the next phase of the project, a public meeting has been scheduled for Tuesday, June 23, 2026, beginning at 9:30 a.m. to provide residents with an opportunity to learn more about the proposed applications and to provide public comments.

The public meeting will include the applications submitted by peopleCare Communities and MacPherson Home Builders. In addition, the meeting will include an application for a proposed telecommunications tower on the future fire hall property.

peopleCare LTC - Zoning By-law Amendment Application 

The Town has received a Zoning By-law Amendment application submitted by GSP Group, on behalf of peopleCare Inc., for a portion of Town-owned lands legally described as Plan 529 Pt Lot 159 RP; 16R2536 Pt Part 1.

The application is required to support the development of a new three-story, 192-bed long-term care home on approximately 3.2 acres of the subject property adjacent to the future Craigleith Fire Hall on Grey Road 19.

Home Farm - Zoning By-law Amendment Application

The Town has received a new Zoning By-law Amendment application submitted by MacPherson Builders Limited for Block 238 of the Home Farm Draft Approved Plan of Subdivision to support the development of new purpose-built rental housing. The application proposes to rezone Block 238 to a site-specific Residential 2 (R2-X) Zone to facilitate a townhouse-style rental development containing 112 residential units.

Telecommunications Tower - Firehall #2

The Town of The Blue Mountains is proposing a new 24.38 metre (80 foot) 90 metre tall 2.13m x 2.13m triangular lattice style tower. The tower will be free-standing to provide point-to-point connectivity for two-way base-station radio connections for Fire Department communications and will also provide point-to-point connectivity to the Craigleith Wastewater Treatment Plant, Happy Valley Reservoir, and the existing (to be replaced) Fire Hall #2.
