At the beginning of the reconstruction project, the Town identified areas in Thornbury with infrastructure that is approaching 100 years old. The first two projects considered for infrastructure replacement were the Elma Street & Alice Street area, and the Victoria Street & Louisa Street area.

Through the preliminary engineering process, the Town identified that the two project areas were similar in nature. As a result, the two independent projects were combined and are now referred to as the "Thornbury West Phase 1 Reconstruction Project."

Final engineering work, which is the process where the design is completed and construction takes place, was awarded for the Elma Street & Alice Street area in 2019. However, the project faced unanticipated delays due to the COVID-19 pandemic. Construction will be divided into Phase 1A and Phase 1B to allow more time for the Town to review options for tree retention.

  • Remaining portion of Alice Street

Why Now?

Existing infrastructure requires replacement due to multiple watermain breaks, sewer deterioration, infiltration and excessive road cracking.


Project Updates

September 17, 2025 - Pipe installation nearing completion

Moorefield Excavating expects to complete installation of watermain, sanitary sewer and stormwater sewer on Elma Street by the end of this week. Concrete work is expected to continue next week with preparation for sidewalk, and curb layouts being completed on Alice Street and on the remainder of Elma Street. Please note that access to driveways could be restricted for up to 72 hours following placement of curb and sidewalk to allow the concrete to cure. Asphalt installation is expected to follow in early to mid October.

Public Consultation

There are no more Public Meetings or Information Centres expected for this project. Comments can be directed to Council through the Clerks Department, and questions can be directed to the Project Manager through the Manager of Capital Projects.
