Planning and Development Services Fees Review

• February 18, 2025 - Notice of Public Meeting (March 11, 2025)

• Staff Report ADM.25.040 was presented at the Committee of the Whole meeting on June 30, 2025. This report serves as a follow-up to the Public Meeting on March 11, 2025, regarding the Planning and Building Services Fee Review. The report includes a final report produced by Watson and Associates outlining a recommended fee structure.

  The Committee voted 6-1 to receive the report and approve the amendment to By-law 2014-28, being a By-law under the Building Code Act respecting Permits and Related Matters. This decision will return to the Council Meeting on July 14, 2025, for final approval and enactment. If approved, the amended By-law will come into effect on January 1, 2026. 

  Additionally, the Committee voted 7-0 to direct staff to prepare a follow-up report that will incorporate incremental increases in the proposed amendment to By-law 2022-14, being a By-law for Fees related to Planning Matters and Engineering Services. Staff will also include future projections for the next two years. The follow-up report is expected to be presented in September 2025.

  At the July 14, 2025, Council Meeting, Council voted 7-0 to approve an amended motion to update By-law 2014-28, with the revised by-law now set to come into effect on September 1, 2025. Council also approved the motion directing staff to prepare a follow-up report on Planning and Engineering Services Fees, which is expected to be presented at the Committee of the Whole Meeting on September 16, 2025.

October 7, 2025 – PBS.25.066 

• Staff Report PBS.25.066 is scheduled to be presented at the Committee of the Whole meeting on October 7, 2025. This report provides a follow-up to Council’s request to review options to phase in the Planning and Development Engineering Fees and future projections on applications in the next two years. Staff recommend that Council approve the amendments to By-law 2022-14, Being a By-law for Fees related to Planning Matters and Engineering Services, including a multi-year phase-in of Planning Service Fees and an immediate implementation of Engineering Services fees. 

• May 9, 2025 - Development Applications Approval Process Fees Review (Watson & Associates Economists Ltd.)
