The Town has identified Lakewood Drive for reconstruction due to deficiencies with the water distribution and sewage collection systems. The road was constructed in 1971, and is now due for replacement of the inground works. The road will be reconstructed and the ditches reshaped and cleared of trees.

One problem with the reconstruction is the lack of information regarding drainage outlets to the Bay. The Town does not have any drawings related to the road construction nor an overall subdivision grading plan. Tatham Engineering will be completing a stormwater study for the area, and will be presenting a number of preliminary proposed solutions to improve local drainage.

Through the 2023 Town Budget process, it was decided that the Town would complete the detailed engineering for Lakewood Drive this year, but to temporarily delay construction in favour if higher priority projects. At this time, there is no set schedule for the start of construction.

Why Now?
Lakewood Drive's water system is sub-standard, the main is a 3” pipe and there is only one hydrant at the east end of the road. The sanitary system has deficiencies and is leaking. The project is advancing as part of the Town’s capital asset management.

Project Updates

March 25, 2026 - Tree Inventory and Preservation Plan available

In advance of the second Public Information Centre, the Town's Consultant has completed and shared the current Tree Inventory and Preservation Plan. Removals will be required within the Town's road allowance throughout the project area to allow for the regrading of roadside ditches. Additional removals may be required in some areas for the installation of new service laterals to each property line.

The Town's Consultant has shared the 90% Design Drawings for the Lakewood Drive Reconstruction project. This set of drawings includes updated Removals Plans, Plan and Profile Drawings, Surface Feature Plans and Cross Sections. The 90% drawings provide a final checkpoint before the design is finalized to be included as part of the construction tender package.
The design will be reviewed at the Public Information Centre scheduled for Thursday, March 26. Following the Public Information Centre, staff will prepare and present a follow-up Staff Report to Council to get direction to finalize the design.

The Town's Project Manager has recently issued a letter to all property owners to inform them that private landscaping and structures will need to be removed from the municipal right-of-way in advance of construction. The Town's engineering consultant has provided a draft removals plan to indicate the extent of required removals. This plan has not yet been finalized, and could change as details are confirmed in the final stages of design.

Staff Report CSOPS.24.002 came before Committee of the Whole on Tuesday, April 9, 2024. This report provided a summary of the comments and feedback that were received through the Public Information Centre held on November 9, 2023, and requested direction from Council to advance the project design to the 90% stage with adjustments to the stormwater routing that would direct runoff to the beach as possible. It also requested direction to put the project on hold once the 90% design stage has been reached, until an opportunity to advance to construction is available. November 10, 2023 - Public Information Centre #1 Summary
The presentation deck and recording of the Public Information Centre held on November 9, 2023 are now available to view in the Public Meetings & Information Centres section below.
The Public Information Centre provided attendees with an overview of the project, as well as a summary of the Stormwater Study Report and recommended solutions. The project team will be presenting a follow-up Staff Report regarding the meeting to Town Council in the future.
October 18, 2023 - Notice of Public Information Centre #1
The Town has finalized the date for the first Public Information Centre (PIC) regarding the Lakewood Drive Reconstruction project. This PIC will be held virtually on Thursday, November 9, 2023 beginning at 5:00 p.m. to gather input from stakeholders and residents. The meeting will include a public comment and question period. All those interested in the project are invited to attend. Pre-registration is required.

August 25, 2023 - Stormwater Study Report
At the request of the residents of Lakewood Drive and the Shore Acres Property Owners Association, Tatham Engineering Limited has completed a Stormwater Study for the Lakewood Drive Reconstruction project area. The study has identified existing drainage deficiencies along Lakewood Drive and through the adjacent private properties. The study has also provided recommended solutions to address these deficiencies. These drainage improvements are recommended to be implemented on private property, as well as within the Lakewood Drive road allowance. A letter with a summary of this study has been mailed to property owners within the project boundaries. The study will also be included on the agenda of the first Public Information Centre which is upcoming.

June 1, 2023 - Update on schedule and tree inventory
Tatham Engineering has completed their Tree Inventory for the Lakewood Drive Reconstruction project. An Arborist Report will be completed once the design reaches 60% completion. Through the 2023 Town Budget process, it was decided that the Town would complete the detailed engineering for Lakewood Drive this year, but to temporarily delay construction in favour if higher priority projects. Therefore, the first Public Information Centre for the project is now anticipated to be held in mid to late 2023, following Council's summer break.

February 15, 2023 - Update on west access to Lakewood Drive from Highway 26
The Town's project team and consultant have reevaluated the proposed closure of the west access to Lakewood Drive from Highway 26 at Woodland Park Road. Closing this access to Lakewood Drive was originally identified as a part of the preferred alternative solution through the Highway 26 / Grey Road 40 Intersection Area Municipal Class Environmental Assessment completed in 2016.
However, Town of The Blue Mountains Council passed a motion in 2017 directing Town staff to inform the County of Grey and the Ministry of Transportation that Council did not support the recommendation in the EA to close the intersections at Woodland Park Road and Lakewood Drive (onto Highway 26), and Grey Road 40 and Woodland Park Road. Therefore, the Town's engineer will be updating the design to maintain this access with revised geometry.
July 18, 2022 - Engineering firm secured
Tatham Engineering Limited has been awarded the engineering contract for the Lakewood Drive Reconstruction Project. The detailed design is scheduled to be finalized in late 2022, with construction anticipated to begin in 2023.
May 20, 2022 - Background on Highway 26 and Grey Road 40 Intersection EA
In May of 2016, R.J. Burnside & Associates Limited completed a Schedule B Municipal Class Environmental Assessment (EA) to explore potential road and intersection improvements for the area of Highway 26, Grey Road 40 and Lakewood Drive. This area was identified for an EA study because of potential safety and congestion concerns due to projected increases of vehicle and pedestrian activity.

Staff Reports & Council Decisions

Staff Report CSOPS.24.002 came before Committee of the Whole on Tuesday, April 9, 2024. This report provided a summary of the comments and feedback that were received through the Public Information Centre held on November 9, 2023, and requested direction from Council to advance the project design to the 90% stage with adjustments to the stormwater routing that would direct runoff to the beach as possible. It also requested direction to put the project on hold once the 90% design stage has been reached, until an opportunity to advance to construction is available. Committee of the Whole voted in favour of the staff recommendations. This was adopted by Council at their meeting on April 15, 2024.
