At the beginning of the reconstruction project, the Town identified areas in Thornbury with infrastructure that is approaching 100 years old. The first two projects considered for infrastructure replacement were the Elma Street & Alice Street area, and the Victoria Street & Louisa Street area.
Through the preliminary engineering process, the Town identified that the two project areas were similar in nature. As a result, the two independent projects were combined and are now referred to as the "Thornbury West Phase 1 Reconstruction Project."
The final engineering work, which is the process where the design is completed and construction takes place, was awarded for the Elma Street & Alice Street area in 2019. However, the project faced unanticipated delays due to the COVID-19 pandemic. As a result, and by combining the two projects, one tender will be issued for the construction of Thornbury West Phase 1 in the Fall of 2021. Construction is expected to begin in 2022, and continue through 2023.
Existing infrastructure requires replacement due to multiple watermain breaks, sewer deterioration, infiltration and excessive road cracking.
