SubscribeThe Town has received a Zoning By-law Amendment application submitted by GSP Group, on behalf of peopleCare Inc., for a portion of Town-owned lands legally described as Plan 529 Pt Lot 159 RP; 16R2536 Pt Part 1.
The application is required to support the development of a new three-story, 192-bed long-term care home on approximately 3.2 acres of the subject property adjacent to the future Craigleith Fire Hall on Grey Road 19. The proposal also includes the extension of a local road over Town-owned lands to maintain frontage on a public street and support access to the future facility.
The application proposes to rezone a portion of the property from a Development (D) Zone to a site-specific Institutional (I-X) Zone with the following site-specific provisions:
This application is being advanced concurrently with a separate Zoning By-law Amendment application for adjacent lands within the Home Farm subdivision to permit purpose-built rental housing. While separate, the applications are being considered together to support coordinated planning, shared infrastructure, and integration between the developments.
About the Town’s Partnership with peopleCare Communities
In May 2025, the Town of The Blue Mountains entered into a partnership with peopleCare Communities to support the development of a new long-term care home in the community. Following further review of site suitability and infrastructure requirements, the project was relocated from the former Tee’s Please property in Craigleith to Town-owned lands adjacent to the future Craigleith Fire Hall on Grey Road 19. In April 2026, Council conditionally approved an Agreement of Purchase and Sale for the property, subject to the necessary planning and development approvals.
