Staff Report PDS.22.050 was presented at the Committee of the Whole meeting on March 29, 2022. This report recommends removing the Holding ‘-h7’ symbol from the subject lands to allow building permits to be issued. The Committee voted 5-0 to enact a Zoning By-law Amendment to remove the Holding ‘-h7’ symbol, which was ratified at a Special Meeting of Council on April 12, 2022.

Staff Report PDS.22.127 was presented at the Committee of the Whole meeting on November 1, 2022. This report provides a recommendation to Council on the application for an extension of Draft Plan Approval for the Cottages on Lora Bay project. The Committee voted 3-1 to recommend Grey County grant a six-month extension of the Draft Plan Approval, which was adopted at the November 14, 2022 Council Meeting.

February 21, 2023 – PDS.23.019
Staff Report PDS.23.019 was presented at the Committee of the Whole meeting on February 21, 2023. This report provides a brief history of The Cottages at Lora Bay Plan of Condominium and seeks Council decision on a future development agreement for the final phase of the project.
The Committee voted 5-0 to receive the report for information purposes and directed staff to request that the developer provide an update on their progress working with the Lora Bay community by the end of June 2023, which was then ratified at the March 6, 2023, Council meeting.

August 15, 2023 – PDS.23.083
Staff Report PDS.23.083 was presented at the Committee of the Whole meeting on August 15, 2023. The report seeks direction from the Council regarding an application for an extension of Draft Plan Approval for phase 6 of the Cottages at Lora Bay project.
The Committee voted to recommend that Grey County grant a two-year extension and amend the Draft Plan Approval to include additional conditions outlined within the report. The Committee also directed staff to request an update from the applicant regarding the progress made on the development agreement within one year. These motions were adopted at the August 28, 2023, Council Meeting.

April 29, 2025 – PBS.25.031
Staff Report PBS.25.031 was presented at the Committee of the Whole meeting on April 29, 2025. This report provides an update on the Cottages at Lora Bay Draft Plan, which was initially approved in October 2006. Following several revisions and extensions, the draft plan is now in its 19th year and is set to expire on September 30, 2025. With the Draft Plan Approval being older than 10 years, staff require Council decision to approve a draft plan extension. As such, staff recommend that Council support a three (3) year extension for the Cottages at Lora Bay Draft Plan Approval, to a new lapse date of September 30, 2028 to bring the project closer to completion. The Committee voted 5-0 in favour of the extension.

At the May 12, 2025, Council Meeting, Council voted to defer a decision on the draft plan extension until a subsequent staff report is received regarding additional conditions requested in a deputation by the Residents of the Cottages of Lora Bay.
June 10, 2025 – PBS.25.039
Staff Report PBS.25.039 was presented at the Committee of the Whole meeting on June 10, 2025. This report provides a follow-up to deputations received at the May 12, 2025 Council Meeting, outlining the concerns raised by residents and summarizing the outcomes of staff discussions with the developer, Reid’s Heritage Homes. Following consideration of this additional information, staff recommend that Council support a three (3) year extension of the Draft Plan Approval, to a new lapse date of September 30, 2028. The Committee voted 7-0 in support of the three-year extension, and the recommendation was formally approved at the June 23, 2025, Council Meeting.
