Project Update: New Staff Report Available

Staff Report PBS.26.049 is scheduled to be presented at the Committee of the Whole meeting on June 9, 2026. The information report provides Council with an overview of three related projects within the Grey Road 19/Craigleith area, including the MacPherson Home Farm purpose-built rental housing proposal, the peopleCare long-term care home proposal, and the Town’s proposed Firehall #2 Telecommunications Tower. The report summarizes how the projects have come together, their individual intent and vision, coordinated infrastructure and land use relationships, and each project’s current status within the approval process.

The Town has received a new Zoning By-law Amendment application submitted by MacPherson Builders Limited for Block 238 of the Home Farm Draft Approved Plan of Subdivision to support the development of new purpose-built rental housing.

A Public Meeting regarding this application has been scheduled for Tuesday, June 23, 2026, at 9:30 a.m. in a hybrid format (in-person AND virtual/online).

P3583 - Zoning By-law Amendment (2026)

The Town has received a new Zoning By-law Amendment application submitted by MacPherson Builders Limited for Block 238 of the Home Farm Draft Approved Plan of Subdivision to support the development of new purpose-built rental housing.

The application proposes to rezone Block 238 to a site-specific Residential 2 (R2-X) Zone to facilitate a townhouse-style rental development containing 112 residential units. Each townhouse would include two units: a larger three- or four-bedroom unit on the main and second floors and a one-bedroom basement unit, accessed through a shared entrance with separate unit doors

The Home Farm application is being advanced concurrently with a separate Zoning By-law Amendment application from peopleCare for adjacent Town-owned lands to permit a new long-term care home. While separate, the applications are being considered together to support coordinated planning, shared infrastructure, land-use compatibility, and integration between the proposed developments, including housing opportunities in close proximity to the future long-term care facility.

About the Town’s Partnership with peopleCare Communities
In May 2025, the Town of The Blue Mountains entered into a partnership with peopleCare Communities to support the development of a new long-term care home in the community. Following further review of site suitability and infrastructure requirements, the project was relocated from the former Tee’s Please property in Craigleith to Town-owned lands adjacent to the future Craigleith Fire Hall on Grey Road 19. In April 2026, Council conditionally approved an Agreement of Purchase and Sale for the property, subject to the necessary planning and development approvals. P2067 - Draft Plan of Subdivision, Official Plan Amendment and Zoning By-law Amendment (2015)

The Home Farm proposal is to create a Subdivision of 215 residential lots. Applications for Draft Plan of Subdivision, Official Plan Amendment and Zoning By-law amendment were submitted to the Town in 2015. The application was appealed to the Ontario Municipal Board (now the Local Planning Appeals Tribunal) in 2018. The Town, County of Grey and the Appellant reached a settlement on the proposal in 2020.
