Staff Report PDS.17.06 was presented at the Committee of the Whole meeting on January 30, 2017. This report provides an expert land use planning opinion on the applications and offers a series of recommendations for Council’s consideration. The Committee voted to support an Official Plan Amendment, Zoning By-law Amendment, and Draft Plan Approval of Subdivision subject to outlined conditions. Committee also voted in favour of authorizing the Town’s Solicitor and Planning Staff to settle any requested revisions to the Official Plan, Zoning Amendments, and Draft Plan Conditions in accordance with the contents of this report. This motion was ratified at the Council Meeting on February 13, 2017.

October 2, 2017 – PDS.17.90
Staff Report PDS.17.90 was presented at the Committee of the Whole meeting on October 2, 2017. This report provides an update on the Eden Oak – Trailshead Ontario Municipal Board case. The Committee voted to receive the report for information purposes, which was ratified at the October 16, 2017, Council Meeting.

April 28, 2026 - PBS.26.032
Staff Report PBS.26.032 was presented at the Committee of the Whole meeting on April 28, 2026. The report advises that the requirements of the ‘h27’ holding provision have been satisfied for Phases 1A and 1B of the Eden Oak Trailshead development and recommends that Council enact a by-law to lift the hold, allowing the issuance of building permits for 85 townhouse units. The holding provision will remain in place for the remaining phases until the applicant applies for removal and all required works, planning approvals, and agreements are completed. The Committee voted 6-0 to receive the report and approve the removal for the holding provision from the subject lands in accordance with Schedule A of the report. This decision was formally approved at the May 11, 2026, Council Meeting.

In May 2021 the then Local Planning Appeal Tribunal (LPAT) granted the final Draft Plan drawing and Conditions of Draft Plan Approval as the Owner had entered into the Section 37 Bonusing Agreement with the Town. At the request of the Owner the LPAT continued to reserve final approval of the Official Plan Amendment and Zoning By-law Amendment from the 2017 OMB decision. The following information is provided;

In order to develop the site for the intended residential use, construction within the Lakeshore Road East right of way and on the Municipal Pumping Station property will be required. This will include road improvements to Lakeshore Road East, sanitary sewer installation and connection to the nearby pumping station along with sanitary and water connection stubs for the future residential subdivision. Nine additional sanitary service connections are also proposed to the nearby existing properties along Lakeshore Road East.
